What does Agency do?

Health Education & Information Center They're a Family Resource Center. They connect families to resources and provide intense case management to clients so that there's positive behavior change; they also teach clients how to navigate the 'system' for themselves. The unique aspect of this FRC is that they do Home Visits. They visit parent and make sure their home is safe and healthy for this children (fridge has food, home is clean, kids aren't playing with ninja stars, etc).
- They also have a series of classes about healthy eating, financial habits, and preventing diabetes, parenting tips, lots and lots of classes. We pay for the educator teaching this and it's been a nurse in the past so it'll probably be a nurse for FY 11-12. They refer case managed clients into these classes so they can learn necessary skills for self-sustainability. Clients also "earn" diapers, food vouchers etc with these classes. So nothings "free" so to speak.
- They also have a CHILD SAFETY CLASS that addresses car seats and other safety topics, clients get a car seat after finishing this class. The hospital doesn't want the liability of having staff install car seats, so parents would take on that liability. Parents finish class with a DVD of how to install properly and then get the car seat.
Issues & Concerns to follow-up on - FY 10-11 my issue was the expensive nurse they hired for providing basic health education. If they hired a health educator for half the price the contract would save money and have more monies for other line items like mileage (they do home visits so they need it).
Positives/ Strengths - Their food voucher incentive is one highlight. See other contracts only provide a gift card from Stator Bros or other grocers, for food incentives for client. But clients can buy stuff they're not supposed to with a gift card right? So what CHSB did was establish a relationship with their local Stator Bros off Highland by the hospital. Every week their case managers go to the store and price all the items that acceptable for families to purchase (they stick with basics: milk, eggs, cereal, vegetables) and make a shopping list for them in their office. Then give client a FOOD VOUCHER for the exact amount of money they'd need to buy items on list. Then Stator Bros off Highland only approves the purchase of items on list. This prevents the purchase of potato chips, cigarettes, alcohol, soda etc..) after all that, Stator Bros gives CHSB an invoice/bill and CHSB pay it off as long as the receipts provided by Stator Bros reflects the approved food items. It's a lot of ground work to establish, but smooth sailing going forward.
Who to address for FISCAL -quirks/ strategy for engagement They use a General Ledger (GL) as proof of payment.
