I. Introduction

Thesis statement: For over ten years in Kazakhstan, it has been recognized that family breakdown has the significant influence on Kazakh society, however this problem quite likely to be solved by the development of governmental help and special family education for youth.

II. Background of problem

a. The number of marriages in January - December of 2007, in comparison with January - December of 2006, in Kazakhstan has increased in for 6.7 percents and the number of divorces has increased for 0.8 percents.

b. In result, there are the whole generations of the people in Kazakhstan who do not have accurate representation of the high-grade family, what functions it bears in itself as it is necessary to build the relations, what duties are in a family and how to bring up children.

III. Solution one-One of the possible solution is special family education for youth

Advantages:

1. The effective mechanism of prevention of family conflicts and divorces.

2. Youth from the beginning of their family life will understand family values.

3. Youth will have accurate and right information about family responsibilities.

Disadvantages

1. Family education cannot solve the problem with habitation and financial support.

2. Fear of having family responsibilities and duties like bringing up children and etc.

3. Real life is not a theoretical study, there are some situations when family education cannot influence on youth's values that were teaching by parents.

IV. Solution two: One more possible solution of the problem is the government interest in a rising of prestige of family institute.

Advantages:

1. Now the government tries to solve a habitation problem.

2. Sufficiently high government grants for newborns support.

3. Creations of the centers of consultation on private matters.

Disadvantages:

1. Government's promises are not embodied in concrete decisions.

2. People's abuse of government support as using money for personal needs.

3. Government has already done some support programs, however there is no result.

Conclusion-recommendation:

It is a high-time to our government to find levers for reduction of family breakdowns which more often resolving by divorces.

Abstract

Last years in the conditions of transformation of the Kazakh society, the crisis phenomena in family-marriage relations have been observed. It is known because of the frequent disintegrations of the marriage unions, an aggravation of family conflicts, and the increasing number of unsuccessful families. In today's society, divorce is more accepted than ever before. There are as many causes for divorce as there are people who divorce. Divorce itself is both a cause and an effect. There are many factors that contribute to divorce, such as lack of money, drug and/or alcohol abuse and various others. In this paper such phenomena of family troubles, as divorces and their consequences for Kazakh society will be considered.

For a long time it is known that as the family goes, so goes society. Moreover, it is accepted to believe that families are the foundation of society. Accordingly, when families fall apart, society falls into social and cultural decline. Nowadays, the family breakdown is considered as the normal process than ever before. According to the statistics offered by INEGI in a survey practiced in 2005, 70% of the couples who get married take the decision of getting divorce (Instituto de Engenharia Mecânica e Gestão Industrial). Family breakdown is the result of a marriage that is faced with the difficulties that seem insurmountable. Furthermore, according to registry offices' statistics, during last few decades Kazakhstan has faced with such "insurmountable difficulties" within family institution. For over ten years in Kazakhstan, it has been recognized that family breakdown has significant influence on Kazakh society, however this problem quite likely to be solved by the development of governmental help and special family education for youth (Statistics cited by Authority of Care and Trusteeship).

To a large extent, in spite of the fact that family disruption is committed under the mutual agreement of the parties due to the "difference in characters"-family disruption is always a drama, which has significant influence on family members. By and large, number of divorces in Kazakhstan does not decrease but constantly increase. Such tendency is marked by experts since 1999 (Cited by Registry Office of Almaty). It turns out, that the increase in number of marriages is not a parameter of its reliability, stability of family relations or increasing of family prestige. This is what figures say: the number of marriages in January - December of 2007, in comparison with January - December of 2006, in the republic has increased in for 6.7 percents and the number of divorces has increased for 0.8 percents (2008, Family Support Center's statistics). Frequently there are children involved in this circle of sufferings who remain without fathers or, less often, without mothers. According to Bureau of Human Rights and Law Compliance, there are three main causes of divorces: young marriages, financial issues, and unfaithfulness. The psychologist Marina Andronova states that some young couples make the decision to get married when they are not prepared for supporting a marriage. Therefore, they have problems since the beginning such as economic, emotional and of experience. The couple does not know how to solve the problems, and they have frequent arguments. In addition, a lot of times for avoiding problems, they conclude that is better to finish the relationship. According to Paul Coleridge, a High Court judge in the family division, the second cause is unfaithfulness. There are many reasons why partners cheat, each specific to that relationship,
