Introduction
The role of the human resource has evolved from the terms "personnel", to "industrial relations", "employee relations" to "human resources". The first human resource can date between 1000-2000 B.C. with the apprenticeship program traced back to China around 1115 B.C. An apprentice was provided by a master craftsman, and work, live, eat and care for the apprentice when they had become ill. The industrial age brought dramatic changes to the farms and workforce within the cities, bringing change to employee relations and human resource. Workers left the fields to work within the cities in foundries, factories with little education, creating long hours and child labor.
HR Roles and Responsibilities
Traditional recruitment strategies was the newspaper, posting on bulletin boards, unemployment office, and direct hire. The philosophy behind the management skills we're "my way or the highway" The working conditions we're at times unsafe and crude methods of management was used causing the company to have a high turnover rate. The human resource department would act as a mediator between the company and the employees, to resolve problems that would arise from the lack of management skills or from the union representatives. Employment agencies opened aiding in the recruitment process, an example of an employment office today, would be Manpower or Pro Resource. The internet mainstreamed the recruitment process and helped human resource personnel to gather information about prospective employees much faster, accepting applications electronically, offering company benefits and compensation information through a company's website. Since the internet there are electronic bulletin boards, job recruitment, an example would be Monster.com, an online application process for companies to review applicants for specific jobs.
Globalization
Globalization has changed the way business is conducted today and has brought the world closer even though they are thousands of miles away with the use of the internet. Change in business includes the human resource department and the responsibilities of human resource personnel. The main barriers human resource personnel would face would be different cultures, languages, social and political and economic statures, locations, and functions may vary from country to country or from a particular area. Different countries bring different business and personnel cultural differences everyone would want to be aware of.
