Well I think that all testing when dealing with any type of medical research should start at the cellualer level. If it is the prupose of curing a disease taking infected cells and testing to see if those cells are being effected by the proposed theory cure is the first step. From their testing on Chimps or rats which will give us indicators of how well it might work on humans. The reason animals are tested and cells are tested before that is to ensure this possible treatments are safe on humans so they don't cause any harm. More importantly if we test something on a human with no prior testing on anything else and this person gets hurts this could have many negative circumstances for the researcher and that field of study for a period of time. It would be bad for cancer research to be halted because one bad researcher made bad research choices. This is why these IRB boards sever a pivotal role in ensuring that good research ideas and thoerys get protected a researched correctly.
