LAND REFORM PROGRAM
I, Mikhaila Nadine J. Ticman, President of the Republic of the Philippines sign this on the 22nd of February 2012 Presidential Decree #0442 with the following provisions and objectives.
- OBJECTIVES
- Wealth should not be concentrated only in few hands, it should be distributed among all the citizens equally
- To abolish the intermediary system and collect the land from these people and the same should distributed to the landless poor in achieving and establishing the democratic society in the Philippines
- To provide and ownership to squatter farmers through legalization and land distribution
- To increase agricultural production and improve delivery systems of supporting services so as to ensure betterment of living standards among the farmers, and
- To reduce social and economic inequalities among the populace.
- PROVISIONS
- The Presidential Decree #0442 is meant to distribute lands to farmers in a span of 10 years.
- The value of farmland is to be assessed by considering the following factors: past acquisition of land, soil fertility, location and output of the main crop.
- Lands will be redistributed, regardless of crops or fruits produced, to farmers and regular farm workers who are landless.
- Vast agricultural lands will be distributed to the farmers tilling the land, whereas only a maximum of five hectares can be retained by the landlords and three hectares for each of their children.
- All other arrangements alternative to the physical redistribution of lands, such as production or profit-sharing, labor administration and the distribution of shares of stock, will allow beneficiaries to receive a just share of the fruits of the lands they work.
- Payment to all landowners who have not been paid yet for lands they voluntarily sold should be given at the span of 15 years.
- Provision of tax exemption to export-oriented agri-business activities should be clearly stated to landowners and tenants.
- Research and development in aid of the farm extension workers dealing with agrarian reform beneficiaries should be given to the farmers to improve their skills in tilling the land.
- The Department of Agrarian Reform (DAR) must push for productivity enhancement measures, among them are: to provide credit or loans to farmers and to provide assistance to agrarian reform beneficiaries in processing of their produce for exports, such as storage facilities and organic fertilizers.
