Phoenix, AZ Environmental Renovation
Population in Phoenix, AZ as increase rapidly over the years and the increase as affected the environment infrastructure and natural resources causing deterioration of resources, traffic congestion and poor and declining water quality, and loss of woodlands. It also brings more automobiles that increase emissions in the air and greater pollution problems. The Phoenix City Council is concerned about the rapid growth population, which is starting to generate negative environmental, social, and economic concerns. To avoid and decrease environmental issues with the increase in population, additional actions of pollution control must to be implemented. As an associate level environmental scientist in Phoenix, AZ, I was appointed the City Council to write a report with recommended actions to resolve the pollution issues. They provide a budget of $18 million for attacking the environmental problems.
Pollution Control Measures
Pollution control legislation for point measures will cost about 4.3 million. The emphasis will be to reinforce current laws. “The emissions standards that establish yearly volumes and types of pollutants released into the air and water by consumers of certain crops have weaknesses which include permitting emissions that is a reduced amount than the standards, firms will be regulated to comply, and it does not take into account the differences among the firms or difference differences in region” (The Economics of Pollution Controls at the Local and Global Levels, 2006). Fines will be applied based on the quantity of emissions over the obligatory amount by doing this it will help fund the plan. Pollution permits will be tradable at permitted market rates. Offer option- buy permits and pollute or decrease pollution and save the charge for permits. The command and control regulation that involves the use of particular pollution regulator devices on specific causes of pollution or apply severe emission standards to certain emitters has the weaknesses of all emitters are treated equal, regardless of level of emissions, and offers no incentive for emitters to look for cheap ways of decreasing emissions or to lessen emissions more than the obligatory amount.
Random Emission Testing
Random emission testing would cost approximately $3.6 million. Vehicle air pollutants are hydrocarbons, carbon monoxide, nitrogen oxides, volatile organic compounds, and particles. Transport examiners will be placed on the streets. A 4-gas analyzer, which measures levels of hydrocarbons and carbon monoxide, will be used to tell the levels of tune- ups on vehicles and the suggested emission levels set for different vehicles. Doing random emission checks on automobiles, aiming at smoking automobiles. This will boost people to keep up their vehicles performance and decrease the quantity of emission. Emissions that are over the level will be fine and this will help to finance this plan.
Alternative Transportation
Boosting alternative transportation, such as carpooling, walking, and bicycling would cost approximately $4.4 million. Posters and billboards placed at main points around the urban area such as public parking lots, busy streets, freeways, and high rise building that has messages concerning the use of different means of transportation. This will generate more public responsiveness to modify habits, decrease individual costs, and encourage health and fitness at the same time. Implement a set of rules governing transportation use; development strategy for urban areas which aids communities and preserves the natural environment. Conducting frequent work shops and conferences regarding how to utilize alternate ways of transportation.
