1. The poorest and the most vulnerable sections of the world populations are often part of larger social fabric, which encompasses other segments (economically slightly better off) who dominate the poorest segments. In India this is manifested due to the age old caste system, in Africa it could be due to tribe or religious influence. Hence, targeting the poorest segments (for aid distribution) without disturbing the larger social balance is the challenge. In simple words, if the poorest segments are given any kind of material aid like food-grains, clothes or money, due to their vulnerability, these can be usurped by other dominant sections of the larger social structure.

2. Considering that health is the most important driver, for which nourishing food is a necessity, in case the poorest populations can be fed at least one nourishing meal a day (by the aid organization), then their status quo is least disturbed since once fed, the food cannot be taken away from them. It is opined that using the power of Information Technology (for Biometric identification of the target segment, real time video relay of aid distribution activities etc.) and measurement of health vitals of each aid recipient, the efficiency of the aid disbursement can be maximized. Further, the aid distribution need not be free and some economic work can be extracted from the target segment in return for the nourishing meal. Since it is assumed that the skill-set of this segment would be limited, the economic work could be related to food -processing, making handicrafts or other local products which could be sold in Western countries.
