The first section of a website plan must communicate the site purpose, the target audience, and the content needs, in addition one must also illustrate the site architecture, define the page content, the file names, and the relationship between the pages.

I have chosen to develop a website featuring employee complaints, unscrupulous managers, unethical vendors, and patron complaints against American Indian casinos in the United States.

Indian gaming started in 1988 with Tribes like the Seminoles in Florida, and the Cabazons in California. Many Tribes joining in have realized billions of dollars in profit. Indian gaming follows strict government regulation, but even so, some criminal elements, and unethical practices manage to sleaze their way into the industry across the nation.

I have worked in the industry for the past 13 years, and have witnessed many changes, the N.I.G.C. (National Indian Gaming Commission) at www.nigc.gov is responsible for enforcement of the Indian gaming regulatory act (IGRA), however, the commission is overwhelmed and doesn't have the manpower or the resources to completely regulate every aspect of the Industry. In addition, most states are compacted with tribes, allowing for additional enforcement of gaming regulations. Unfortunately, this still is not enough to deter unethical practices, many times the tribal council, or board of directors are the people involved with unethical practices. Having a database of tracking information of those who have worked in casinos, and those who have contracted services and products in the industry would help deter unethical practices from occurring. At the same time, the casinos could look at their own records of accomplishment for customer service, and re-evaluate and modify their policies. The purpose of such a web site is to make the industry better.

The target audience would be tribal gaming commissioners, tribal council members, casino managers, casino patrons, and casino employees. Local tribal gaming commissions would help in two ways, one by supplying information about the bad experiences they have had with vendors, and top casino officials, and the second way would involve other local commissions avoid hiring bad vendors, management companies, and executives into their tribal casinos. Tribal council members could view the site to reference outsourced executive positions, to make sure they do not end up with a management company or a manager who will fleece their home casino. Casino managers could evaluate customer complaints, and implement possible corrective action. Casino patrons could express how they feel about the particular casino they visited or continue to visit. Casino employees could determine how they have added value to the front line; they could also use the site to express how they feel about their casino or management.
