A formal hierarchy is essential to planning and controlling regulation and management .Uniform rules or decisions made my an executive office, or in this case the highest ruling office, allows for a uniform enforcement of rules and regulations throougout the entire hierarchal system.Marx and Durkheim would call this overspecialization. People are trained and educated in very specific fields and as such they work in those fields and are thus exposed only to others who work, think, and act in very much the same manner. In an up-focused mission, the highest ranking official in the hierarchal system whether it be stockholders in a corporation, or a board of trustees for government agencies, are the ones being looked after. The Mission is to serve their needs.In an In-Focused mission, the purpose on the organization is the serve the organization in and of itself, meaning the mission it to produce high profit margins, or produce a cash stream.Everyone is to be treated equally. Clients and employees have to answer to an authority. As described in class, when asking a question of a company, there is usually a heirachal system to which we can access certain information, and ironically noone is held specifically accountable. Here Max Weber explains the complex relationship between employer/employee concerning tenure. Because certain employees have certain technical skills that make it difficult for an organization to get rid of them, they achieve tenure. But the catch is, they have to make themselves more and more indisposable as more and more people qualify and exceed their technical skills.
