Utilitarianism determines what actions provide the greatest outcome for people who pursue Majority is not an important factor, because according to utilitarianism theory, happiness for people is a win. Under different circumstances or situation people are allow to make sudden adjustments although that might not be a fair action. Immediate happiness plays a major role no matter what action was taken to pursue the greatest happiness. As for rule utilitarianism, they are slightly different because moral has a greater importance than just happiness. Their main difference is one follows rules which leads to happiness and the other focuses on no rules. In other words rule utilitarianism will refer to certain standards before proceeding in actions to ensure they are not breaking laws, but act utilitarianism will do anything or make their actions reasonable even if it might be harmful to some people. But in their system they do not put rule as priority but anything that makes people feel happy is more important. They are both similar in the sense that they pursue for happiness that are shared among all the people. Their goal just focuses on what are the best actions taken to achieve the most acceptable results. They would take the actions that they believe will produce happiness for people with different interests.
