Abstract
After September 11, 2001, the United States formed a huge organization which is called The Department of Homeland Security. This organization is to form a relationship with the United States, individuals, groups, companies and countries have different degrees. When the Department of Homeland Security established, many people does not understand what is it. After reading this essay, it will give you a better understanding about the U.S. Department of Homeland Security.
Background
After September 11, 2001 incident, the U.S Congress on the U.S. intelligence system, highly critical, saying that "terrorist attacks in U.S. history, the most serious intelligence failure" (IPT News), the shortcomings of the World Trade Center and the Pentagon attack events in the year. Many U.S. intelligence agencies have little communication and coordinating together, that make it contradicts. Important information cannot get to the person who is in charge on time, which becomes an issue of criticism. To this end, the three major U.S. intelligence agencies - the Central Intelligence Agency (CIA), Federal Bureau of Investigation (FBI) and the National Security Agency (NSA) is facing pressure to restructure and reform (Wikipedia 2010). The establishment of the Department of Homeland Security, the main goal is to avoid the FBI, CIA and other intelligence agencies to have poor communication and contradiction.
On November 25, 2002 Homeland Security bill passed the U.S. Senate. President Bush immediately signed the establishment of "Homeland Security" and "Homeland Security Act" (Borja, 2008). This will not only create a cabinet level Homeland Security responsible for the government full time body, but also achieved on the existing domestic intelligence agencies, security forces and unified management of all foreign related institutions to strengthen from intelligence gathering, prevention, and response to take to combat operations (Wikipedia 2010). It is a major reform of non-military fields, marking the U.S. anti-terrorism as a priority; establish a comprehensive concept of homeland security. At the same time it will also help rebuild a sense of security of American citizens. This will make sure that the United States border security efforts to defend the national unity, to guard against and prevent terrorist attacks against the United States for further events (Bush, 2002).
