Would you call his role in Chinese history more destructive or creative, and why?
Qin shi Huangdi role in Chinese history is a tyrant (brutal) ruler with great achievements.
The brutal ruling of Qin shi Huangdi:
During the building of the great wall of china and the great canal ,Qin probably killed millions of people to accomplish his dream .Brutality was till an extent that when any worker died while working , they were buried inside the wall and the building was construted.Likewise he involved people in building the Mausoleum, Terra Cotta Army, palaces and roads.
With respect to literature , he burned down all the ancient books. The interesting part here is he did not burn down the medicinal ,agricultural and the divinity books. If Qin , was not able to tolerate any scholar in his kingdom, he would bury them alive. About 460 scholars were buried during his king ship.
Qin built the capital city Xian yang, only to find that people were not interested in migrating there. So he ordered the extremely rich people of his kingdom to forcibly migrate to Xian yang.
Qin's Penal code was very severe, as he wanted to maintain strict law and order. In case , is a person in a family is found guilty committing a crime he would go ahead and kill the entire family to teach a moral lesson to others in the Kingdom.

Qin's rule lasted about 15 years, however Qin shi Huangdi was the greatest and had the lasting influence among all other rulers in china.
He ordered the restoration and building of Great Wall of China .He concentrated on building better infrastructure , he built new roads and in order make transportation smooth he also changed the axle of carts to assist in smooth movement in the roads.
Legal system was completed revamped by Qin shi huangi , he made the rules and regulations to be very strict that anyone who thinks of making a crime thinks twice before he acts. As described earlier he had the habit of killing the whole family of the guilty .

He ordered unification of all Chinese characters which was well appreciated step, which led to a unified language in China.
