Performance Problems
The captain is trying to correct a group of young and inexperienced police officers who lack the motivation and role perception to do proper paper work for all the cases they undertake which resulting in poor outcomes in court. There is also an issue with the officer's motivation in that it is lacking.
MARS
MARS model outline the four major factors in determining individual behavior and results. The four major factors consist of Motivation, Ability, Role Perceptions and Situational Factors.
Motivation
the police officers are lack of motivation to do proper paper work. Their job is frequently put off or just completes it inadequately. As they are aware that this task is not required for promotion and also no financial reward even team competition for good paper work was introduced. The bottom line is that the police officers hate doing the routine and boring paper work.
Ability
There is reasons that led to the poor perception of not taking paper work seriously by the young and inexperienced police officer. The main reason would be their perception of the role as law enforcers who should be involved in crime prevention, apprehension criminals and serving the community. As well as a lack of proper training on paper work when entering the work force.
Role Perceptions
Role perceptions are also weak, because the police officers were not properly trained for all of the tasks required in their role. During the training, they were trained to do the job they do out on the street instead of doing paperwork.
Situational Factors
Due to the budget crunch, the police officers might not have enough time or appropriate tool to facilitate in report writing i.e. only one computer for the entire department which may cause delay in delivering the paper work.
Solutions
The captain may consider the following alternatives to improve the situation.
