INTRODUCTION

Origin of the Research Problem: The village is the primary unit of a country which contributes towards the development of a nation. In a democratic system where powers are vested at different levels of administration have serious impact on the development of the nation. The constitution of India promulgated in 1950 with the provision of promotion of local self government in directive principal. At village level the gram panchayat has became the constitutional body to manage and look after the developmental aspects. The govt. of India has empowered panchayats to start and run community the development (CD) programmes. The Balwant Mehta committee reviewed the performance of CD and recommended in 1957 the three tires Panchayati Raj System. Resultly panchayats have become the backbone of the Indian village's since beginning of the recorded history one form and other.

Panchayati raj institutions known as local self governments are an instrument of rural development and of promoting and nurturing democracy at grass roots level. In this system the gram panchayat is one of the important organizations which are responsible for the overall development of village including agriculture. Gram panchayat being an organization of elected representatives of the village people and their active participation in the various activities has prime importance. The other bodies like Panchayat Samiti and Zila Parished also have equal importance in the development of the area come under them. Therefore, major role in development of the nation has been played by these public bodies.

The panchayati raj institution are being rejuvenated as per 73rd constitutions amendment act 1992 under which three tire panchayat raj body with 33% women are empowered to discharged their faction relating to development activities and financial management at village level. Thus elected representative at all three levels are to be armed with required skills and knowledge to perform their constitutional obligations. Keeping in view this objective of this topic was selected for investigations and to suggest the appropriate strategy to manage developmental work.
