Needs assessment in on organization is as important as evaluating financial and production cost of various projects that an organization might want to undertake. However, some organizations end up ignoring the essence of needs assessment to the organization performance and cost effectiveness. Various programs from the Human Resource Department are usually implemented in a hurry, most times leading to a in correct intervention. According to Rouda and Kusy (1995), needs assessment is procedural survey at the manner in which the way things are and the way they ought to be. In addition, it is an import exercise that should be emphasized and be supported in the Human Resource Department (HRD). The purpose of this essay is to design a questionnaire containing at least 50 questions, which can be used by the HRD in a need assessment exercise.
