Establishment of the Ministry of Women, Family and Community Development (MWFD) is a manifestation of the commitment of countries made in Fourth World Conference for Women in Beijing in 1995, as contained in the document of Platform for Action for the advancement of women to the year 2000 which is : "the creation of a Ministry that complete the commitment of the Government to raise the status of women in this country,". The Ministry of Women, Family and Community Development (MWFD) that initially known as the Ministry of Women's Affairs was announced by the Prime Minister on January 17, 2001.
The Minister of MWFD is YB Dato’ Seri Rohani Abdul Karim, followed by YB Datuk Hajjah Azizah Bt Datuk Seri Panglima Haji Mohd. Dun and YB Datin Paduka Chew Mei Fun as Deputy Minister I and II. The five objectives of this ministry are to increase the participation and active role of women, the family and society as contributors and beneficiaries of development, the importance of preserving the rights of women, families and communities fairly and equally without discrimination, extending equal opportunities to women and the community in the areas of social, economic and political, strengthening family institution, and ensure the effectiveness and the efficient of support and delivery system. There are some strategy in achieving the objectives. First is ensure gender, family and community groups to be integrated in the policy formulation and program planning and implementation. Second, strengthening the implementation of family values in the society through close collaboration with government agencies, private and non-governmental organizations. Lastly is audit the law and existing regulations and propose new legislation to ensure the survival, protection and development of women, family and community.
In this assignment, we are going to discuss the Auditor General report on the activities of this ministry in the year of 2015. There are some issue arises that will be reviewed and we will also give opinion about the issues and the activities held in 2015.
1.2 Ministry of Malaysia Education
SIRE-EURO ( Strong Implementation, Rapid Execution – Excellence : Ultimate Reach of an Organization ) is the tagline of the Malaysia Education Ministry. Razak Report 1956 and the Education Ordinance 1957 is the Consolidation Period of the history of the establishment of this ministry in Malaysia. The content in this report and ordinance is about the establishment of a national education system, the recognition of Bahasa Melayu as the main medium in language, the beginning of the environment-oriented curriculum Malaysia and creating a system of examination for all Malaysian. Years after, the education system become better and changed by the existence of Rahman Talib Report and the Education Act 1961 – Period Update, Cabinet Statements Features 1979 and Education Bill 1995.
National Education System in schools under government education institution category consists of preschool, primary education, secondary education and post-secondary education. In departments and divisions, there are section, statutory body and state education department.
The current Minister of this ministry is Dato’ Mahadzir Abdul Khalid. Followed by Datuk P. Kamalanathan a/l P. Panchanathan and Senator Datuk Chong Sin Woon ad Deputy Minister I and II.
The National Educational Philosophy is to the ensure the education in Malaysia is an ongoing effort towards further developing the potential of individuals in a holistic and integrated to create a balanced and harmonious intellectually, spiritually, emotionally and physically based on trust and obedience to God. This effort is to produce Malaysian citizens who are knowledgeable and competent, honourable, responsible and capable of achieving well-being, and contribute to the betterment of families, communities and countries.
In this assignment, we are going to discuss the activities of Management of Perbadanan Kota Buku which is a limited by guarantee company incorporated by Ministry of education. There are several issues arises in this government company, thus we will discuss about it and the recommendations to overcome it. We also will give our opinion about the Management of Perbadanan Kota Buku.
- ISSUES ARISES ON THE MINISTRY
- Ministry of Women, Family and Community Development(MWFCD)
On 21st December 2012, the Economic Planning Unit (EPU) has approved the construction of quarters in 9 institutions of Social Welfare Department, The Ministry of Women, Family and Community Development (MWFCD) at a cost of RM100 million through open tenders. The application project has been submitted on 22nd May 2013 provided the constuction of quarters for Social Welfare Department (SWD) staffs includes the demolition and rebuilding of 181 units existing quarters and built additional 132 units as a new quarters. The expansion of the scope resulted an additional of 33 units quarters which makes the total number of 346 units quarters and elevator services for 17 blocks of quarters to be built. This application was approved by the Economic Planning Unit (EPU) on 4th June 2013. The Ministry of Women, Family and Community Development(MWFCD) decided to rebuild quarters in SWD Rumah Seri Kenangan (RSK) Bedong, Kedah, Rumah Kanak- Kanak (RKK) Taman Bakti Kepala Batas, Pulau Pinang, RSK Tanjung Rambutan, Perak and RKK Tengku Ampuan Fatimah, Kuantan, Pahang.
The scope of audits was on the construction development of MWFCD. The audit performed between June to September 2015 on the quarter’s constuction in RSK Bendong and RSK Tanjung Rambutan. The audit revealed that the construction management was satisfactory. The achievements of the actual work progress at RSK Bedong and RSK Tanjung Rambutan site were at 97% on 18th August 2015 and 55% on 7th September 2015 respectively. However, there were several issues identified are as follows :
- Reconstruction Project in RSK Bedong Quarters
- Inaccurate planning between the preparation of Bill of Qualities (BQ) and tender drawings resulted differences in quatity of piles. Due to that, the new drawings and a Supplementary Agreement needed to be prepared.
- Independent Checker cannot be appointed until the Supplementary Agreement was signed
- According to the Certified Of Delay and Extention of Time (EOT 2), due to the delay on the progress of work of planting underground electric cables has led to the incomplete works of roads construction, external works and activies Testing and Commissioning for electrical system and mechanical connection as compared to the original plan.
- Reconstruction Project in RSK Tanjung Rambutan Quarters
- 26 days delayed in submitting drawings to contactors as well as the determination of platform level was decided over 29 days.
- Improper planing causes :
- Changes in decision on piling type from spun pile to Reinforce Concrete (RC) pile as well as piling method from Hydraulic Jack In pile to Hydraulic Hammer. However, the piling method change back to the preliminary plan which was Hydraulic Jack In Pile resulted to appointment of the contractor.
- Increases in quantity of item work below lowest floor finish consisting stump pile caps, column and RC Wall resulted a longer period of time for contractor to complete the work.
- Changes from precast to the in situ during the preparation of BQ and tender drawing, in which such items namely column, beam, floor and walls were precast. However, the construction drawings received on 26th May 2014 were using the in situ resulted the difference of items such as beams in situ floor, pillars in situ and in situ wall work sheer. Futhermore, all precast floor slab either half and hollow core slab has been changed to in situ slab of precast stairs and amendments to the in situ.
- Late of 32 days in receiving the exchange of basic design drawing has caused the contractor to delayed the iron reinforcement shipments.
To ensure that all the issued highighted do not recur in the implementation of upcoming projects, it is recommended that Public Works Department (PWD) to take action on the following matters :
