It's hard to find a "succinct", broad and technical discussion of the cause of crime. There are three factors that make certain individuals more likely to get involved in crime than others. What make some neighborhoods more subject than others, and what makes that rate of crime rise. While an interest in an organization or effort could be just that, intellectually, academically, philosophically, or political motivated attention. Usually stakeholders are said to have interest in an organization or action based on if they can affect or be affected by it (Holt & Loewenstien, n.d.). In other words, the risk they take could either be beneficial or become a loss, but if their intrest in the organization are high they are willing to challenge the risks they face.
Some stakeholders that would be involved in inner city crime research are:" The Violent Crime Control and Law Enforcement Act of 1994". This organization provides (the funders) billions of dollars in new spending, by doing so it added fifteen social programs doesn't mean it will be any significant effect (Fagan, 1995). Police Department, (police cost) man power, budget, training specialized, court cost. Local businesses - shoplifting, insurance cost, survallance cost, property loss, lost a prevention cost, hours of operation, having to close early when time comes about, so as not to be operating after night fall, shoppers not shopping certain hours for personal safety fears. Law abiding citizens may be less opt to shop after certain hours in the fear of being assaulted, and they may choose to stay away from certain parts of the city due to crime. Also, the citizens could be affected if the research findings are not except thinking that crime could become more wide spread in middle class areas.

The research direction could be influenced by social factors, because depending on economical status and how much money one has will impact their thinking, as well as their political views. Considering those who see themselves at the bottom of the economical ladder are more opt to be in favor of someone who promise to bring about change. The personal factors that may influence individuals will be of religious views and their upbringing. Simply, because back in the late 20's and 30's, if a matter didn't involved the families themselves they never wanted to know what was going on, didn't provide input, and never asked questions.
It is believed that families stricken by poverty is linked directly to homes that are headed by single females, but I find that not to be true, because I myself raised two sons and neither were ever involved in any kind of wrong doing , and reached the point to living in poverty.
