Information Technology Act
Children's internet protection Act, 2000 and Children's Online Privacy Protection Act (COPPA), 1998 What were the advances in information technology that resulted in new ethical issues necessitating the creation of each act?
The Children's Internet Protection Act (CIPA) was made to address the concerns about children's access to harmful or indecent content on the internet. The ethical issues they were facing were to get children away from this while in schools or library's. This was two places they could regulate the amount that could be accessed on the internet. The system blocks obscenity's child pornography; or other harmful sightings to minors all while being monitored as well. This helps keep an eye on what minors are looking at or doing on the internet. All the schools and libraries must certify they are in compliance with CIPA if they would like to receive E-rate funding. This is a program that can make all of this protection more affordable for schools and libraries. All this was needs because the internet is an open book of technology that anybody can access.

The Children's Online Privacy Protection Act of 1998 (COPPA) This was put into place to protect children from deceptive acts and practices in connection with collection and use of personal information from and about children on the internet.( SEC. 1303 ftc.gov.) With all the information you can get on the internet there are also potential hazards issues that can arise so some kind of act had to be put into place for the children. This requires the operator of a website that collects information from a child by the operator should have consent from a parent or be of age. I believe this had to be put into place for liability reasons, security or integrity of the website purposes. This also helps the law enforcement agencies or investigations on matters of public safety. (1815 ftc.gov). http://www.ftc.gov/ogc/coppa1.htm
Putting both of these acts in place was needed to protect our children from online predators. Ethically speaking if we did not come out with something like this we would be putting our children as risk to grow up with bad visions in their heads or ideas. Not that these protect the children completely but it does help with the advancement in the technology.
