In the course of email, web pages, instant messaging, blogs, forums, wikis etc., the internet allows the populace to seek information regarding their health concerns as well as issues for themselves and for other people. Nowadays consumers are increasingly taken an active role in participating in self-care and decision making. This paper focuses on changes in service utilization that due to consumer's health information seeking. And how the shifts are differ between the targeted populace by the District of Columbia Primary Care Association. The emerging trends in consumer that seeking health information. Also, it compares the community health information networks with regional health information networks in relation to service provided, health administration and consumer influence.
The motives people choose and how they engaging in health information seeking is complex and differ it's depend on their needs and circumstances. The internet expands individual's opportunities to seek health information. The anticipated shifts in service utilization are due to poverty, lack of health insurance, level of education, underprivileged etc. Consumer health information seeking may feel reluctant to bother health professionals with questions. Therefore, lack of healthcare literacy which defined as "the degree to which individuals have the capacity to obtain, process, and understand basic health information and services needed to make appropriate health decisions''(Institute of Medicine). It can negatively impact the outcomes of health by affecting ability of the consumers to function as well as to make knowledgeable health decisions in the healthcare environment as well as daily life. Some people may be unfamiliar with healthcare systems, what they recommend and how they are navigated. The underserved groups, for instance the disabled, homeless, and individuals distinguished by diverse cultural as well as socioeconomic factors are lacking access to digital information resources. The district of Colombia's government with the District of Columbia Primary Care Association has started a latest regional health information organization to advance health care delivery for the underserved groups. Their objectives it to reform the health management information systems by deploying incorporated electronic medical records among the community's health center to better serve the uninsured populations and the poor.
