The first thing I would do is to look for a company that gives you room to grow which is very important. The type of company that you pick can determine your potential to get promoted. Seek companies with the opportunities for advancement. You do not have to work for a huge corporation, although these usually offer plenty of promotion possibilities at any time. You want to make sure that the company has enough going for them and not running into a dead end. Making sure that the company is doing well and growing, even though, many large companies tend to grow in cycles.
I would concentrate in doing the best that I can in my current position. Having excellent performance reviews are not sufficient to get promotion, but they are necessary for it. Show good attendance, punctuality, and a willingness to go the extra mile, when the company needs it. A person showing up 5 minutes early and leaving 5 minutes after your shift can give you some extra income over our lifetime when they give us the promotion
The next thing I would do is to make sure that I am doing a very good job in the current position but not to go over, even though, I do not expect to get good points all time. Keep in good standing with your supervisor and that (he or she) notices what you have been up too. Try not to be too attentive to the bosses and do not always try to be very close and in their conversations all the time, like you know what they are talking about. Always let them know who you are and where you are coming from and get the credit where credit is due.
Being popular is another aspect in getting promoted. In this ideal world, promotion would have been based solely on merits. Now, we do not live in this type of world any more, though office politics will often play a role in who get a promoted and who does not.

We have to learn how to use and develop our people skills. Be helpful and kind to our coworkers, supervisors, and underlings. Get involved with the people at work, play golf with the bosses and get to know other people not your supervisor who makes the decision in the company. Always be present at company events and network with people from other departments.
Do not be afraid to tell your supervisor about your career goals. Most supervisors will ask what kind of background you might have in any particular areas and try to be helpful. Continue to do a great job in the current position you are in and do not let them see that you are fed up or tired of being pass over by others but let the higher up or decision makers know how you really feel and what you want in a particular job or field. Another thing we can do is go back to school and upgrade our education and skills that we can use in the particular field or job that we want to get promoted too and may receive in any future promotions.
