In USA, Barack Obama was reelected by the citizens in the presidential election in 2012. The term of office of the president in Us is 4 years and get opportunities to serve consecutive term because they need longer period for prolonging of policies and making truthful government. And it can also bring bright future. The second president of Ukraine, Leonid Kuchma had served 2 consecutive term, total 10 years. When he first elected as a president, Ukraine recorded hyperinflation. Kuchma asked the International Monetary Fund to help him sort out state finances and did what it took to save his country. Without hesitation, he carried out the necessary market economic reforms and privatized most of the economy. By 1996, he had defeated inflation. Economy started to grow averaged 7.5 percent a year. He finally constructed market economy in Ukraine and the fact that achieved financial stabilization. At the end of his second presidency, Ukraine was prosperous in economy. In contrast, South Korea, its presidential term is just 5 years. Also there existed severe political apathy and distrust. So for the purpose to make reliable government, we propose the motion that "THBT South Korea should amend the constitution to allow the president to serve two consecutive terms." But before we go further in today's debate, I would like to define some critical words. "allow" will be define as give the president an opportunity to run for election again, and "two consecutive terms" will be define as 10years. To define whole motion, we will give an opportunity for the president to run for election but the result whether th president will serve second term or not is chosen by the citizens with the election. From now on, I would like to elaborate about first, why should we implement this policy, second, how it can work in our society and DPM will elaborate third, what can we expect from this policy.

Then why should we implement this policy? President can proceed not only good but also bad policies. When they had practical policies, they should be responsible to embed it to society. Let's think about the New Deal policy by the president Franklin Roosevelt. From 1929~1933, US citizens were suffered by the Great Depression. From 1929 to 1933 manufacturing output decreased by one third. Prices fell by 20%, causing a huge deflation and unemployment problem in the U.S. increased from 4% to 25%. As soon as he became the president, he made all banks to close for 3 days, and during that time he stabilized the bank with the problem in corruption of exchange by proposing the law which made all banks should be supervised by the government. Also, he proposed the law to dock public officials' wage and cut over 40% of subsidy for retired soldiers and made lots of jobs for the unemployed people. By these policies, he could stabilized the bank and saved 5thousand million dollar of US budget and increase the manufacture industry. He had proceeded it for 10 years in variety of fields. For prolonging this policy for 10 years from 1933 to 1943, he successfully stabilized the bank and solved high deflation. Do you
