ASYLUM AND MIGRATION POLICIES OF EU
During the history mostly the migration happened because of the wars. So many people escaped from their countries and stay in another country as a refugee, but for the many Europeans it means another thing. Most of them thought at that time, it would result in the instability and dangerous conditions. They noticed that some precautions should be taken to control the future damages in the European countries. They are still producing some new policies on this issue but we have to talk that which one is really effective.
First of all it is better to know when it really started and why? After the end of the war of Bosnia, EU asylum and immigration policies had taken place as a result of increasing numbers of refugees who escaped from the conflict in Balkans. This policy based on 3 important topics:
1. Preventing people from leaving their country and if it is necessary they can use the coercion.
2. They also decided to make the entry into the EU countries as difficult as possible.
3. Dismantle the travel routes used by refugees and migrants, in particular the so-called "Balkan route", in the transit states.
Also Geneva Convention is important for the policy of EU on asylum and immigration. All EU countries are signed up to the UN Geneva Convention (1950), which commits them to protect refugees by ensuring that they may not be expelled or extradited to a state where there is a serious risk that they would be subjected to the death penalty, torture or other inhuman and degrading treatment. For example in 2008 the UN refugee agency criticized Greece's treatment of immigrants from Turkey and as a result Finland refused to send migrants back to Greece.
After that to make the immigration safe and take it to under the control EU countries set their own rules with the Treaty of Amsterdam (1997) and in 1997 European Council give the EU responsibility to set a common policy on this issue. As a result of this there occurred common policy to protect the 'safe countries' from the immigration and asylum. Also as an effect of these policies in some countries some anti-immigration parties are created. (Netherlands, Austria, France) By the 1997 they tried to prevent illegal immigration by the Treaty of Amsterdam but they had to also take how many migrants can come into country for the economic need as a labor force under the consideration and they regulate which rights they are going to have compared to the citizens.
After the 1997 there were serious policies about the illegal immigration as a result of this among the EU they debated on how many migrant can country accept and they determine these regulations depending on the economy especially labor force. Also they set the new policies for the migrants which arrived that country a short time ago. According to EU migrants should integrate the society, there can be only one exception and this is for the new arrivals. They will have some rights compare to the existing citizens in terms of protection.
Immigration and the asylum policies of EU mostly have been made towards increasing the EU's jurisdiction in immigration and asylum. For instance; in 2004 most elements of these policies were moved from unanimous to majority working under the control
