The Problem
Tampa city currently relies more on road based transportation service with M4 and M5 road categories being the major corridors that link the city to its population. The roads equally serve as channels for distribution. The available roads have already reached their maximum absorption capacity and they are characterized by heavy congestion and access constraints which have significantly affected the overall productivity and sustainability of the city. The problem is worsened by the fact that the port`s ability to clear containers is currently faster than the ability of the inland transport system to ferry the cargo to their respective destinations within the city. This has resulted in supply inefficiencies. Available indications suggest that if the inland transport problem is not addressed, then the city continued growth may be inhibited which will ultimately affect both the city`s economy and the national economy. As a result of this problem, the city mayor has initiated a road improvement program that will be implemented from the 2011/2012 financial year to 2015/2016 financial year. The budget for the first two years is presented below:

Objectives and Evaluation Criteria
Before the specific project activities listed above were chosen, a thorough evaluation procedure was carried out to identify the activities that were to given priority. An initial analysis was done on the Surface Transport Program to identify priority projects that need improvement in the long run. Using the Tampa city transport analysis framework, criteria for determining the need for transport improvement was formulated. The results produced under the criteria alongside data related to the city`s traffic congestion, its connection to other regions and safety data.
